Philippines’ IC teams with IBP on free legal aid for claims

Last year the commission addressed 5,417 informal complaints.

The Philippines’ Insurance Commission (IC) signed an agreement with the Integrated Bar of the Philippines to provide free legal services to insure the public when filing a claim or complaint rooted in insurance, pre-need, and health maintenance organisations (HMO).

This agreement aims to provide legal assistance, including consultation and representation, during mediation and adjudication proceedings, particularly for marginalised citizens.

IC informs complainants about available legal remedies. If needed, IC may refer complainants to IBP for free legal services, subject to a means and merit test and the availability of volunteer lawyers.

Complainants can still seek assistance or file cases without a lawyer, as IC procedures allow for self-representation.

In 2023, IC resolved 5,417 informal complaints from the public under Republic Act No. 11765, either through settlements or formal adjudication.
