Vietnam’s social insurer revamps org structure for efficiency
94.8% of the 4.7 million dossiers required to be resolved were completed.
In the first quarter of 2024, the Vietnam social insurance industry embarked on comprehensive administrative reforms covering administrative procedures, organisational structures, civil service, public finance, and the development of a digital government.
All 25 administrative procedures under the Vietnam Social Insurance's jurisdiction have been publicised on the National Public Service Portal and the Vietnam Social Insurance Portal.
During the period from 15 December 2023 to 14 March 2024, 94.8% of the total 4.7 million dossiers required to be resolved were completed, with 5.7% overdue.
The industry received and processed 517 feedbacks and recommendations, with 204 completed.
The Vietnam Social Security (VSS) reviewed, amended, and supplemented functions, tasks, and organisational structures to ensure efficiency and effectiveness without overlap or duplication.
Eight documents were issued to direct and provide guidance on organisational structure.
Civil Service Reform:
- Streamlined the workforce according to Decree No. 29/2023/ND-CP and issued a plan for the period 2024-2026.
- Conducted professional training for 44 civil servants and public employees and organised training conferences.
Public Finance Reform:
- Allocated funding for pensions and social insurance benefits for more than 3.3 million beneficiaries for two months, totalling about VND 78,053 billion.
- Developed a plan for rearranging and handling real estate and checked the status of real estate in certain provinces.

e-Government and Digital Government Development:
- Connected and shared data with ministries, branches, and localities, including the Ministry of Public Security and the Government Office.
- Verified demographic information for more than 96 million individuals and integrated social insurance book information into the VNeID application.
Online Public Service Integration and Provision:
- Processed more than 4.3 million electronic transaction records, integrating various online services such as health insurance card renewal and unemployment benefit resolution.
- Registered over 7,434 voluntary social insurance transactions and processed 46,814 cases for health insurance card renewal.
Deployment of VssID Application - Digital Social Insurance:
- Approved nearly 35 million individual electronic transaction accounts and upgraded the VssID application in coordination with the Police Department of Administrative Management of Social Order.
