Vietnam health ministry proposes overhaul of insurance law

Amendments and provisions to Vietnam’s Law on Health Insurance are said to take effect on 1 January 2025.

The Ministry of Health has proposed amendments and supplements to the Law on Health Insurance to address emerging difficulties and shortcomings in its implementation. 

Despite the effectiveness and accomplishments of the law over its 15 years of implementation, certain aspects need attention.

One area of concern is the regulation regarding household participation in health insurance, which does not align well with the grouping of participants based on the responsibility to pay premiums.

Additionally, the contribution rates for household members may not be fair compared to other groups, such as students.

Concerning foreigners, the law lacks specificity regarding their regulation under health insurance, leading to implementation challenges. 

Furthermore, some medical services, like health management and certain treatments, are not covered by health insurance, posing limitations.

Amendments and provisions will take effect from 1 January 2025.
